一、法规与校纪校规

◆ 外国留学生必须遵守中国的法律、法规及学校的规章制度。

◆ 外国留学生应尊重中国人的风俗习惯,遵守社会公德。

◆ 我校尊重外国留学生的民族习俗和宗教信仰,但不提供举行宗教仪式的场所。

◆ 校内严禁宗教活动及宗教聚会。

◆ 外国留学生在中国境内进行出版、结社、集会、游行、示威等活动,必须遵守中国有关法律、法规的规定。

◆ 严禁在宿舍楼、校园内燃放烟花爆竹,违者将受到处罚,并追究刑事责任。

◆ 不准私自在校园内张贴、散发宣传品、印刷品。

◆ 严禁赌博、酗酒、打架斗殴、吸毒、贩毒。

◆ 任何人不得破坏学校的教学、科研设施,干扰学校正常的教学秩序。

◆ 不得在教室、餐厅抽烟以及在公共场所高声喧哗、播放音乐。

◆ 驾驶机动车必须持驾驶证和机动车行驶证,驾驶机动车来校上课的留学生,请到校保卫处办理机动车通行证。

考勤与请销假制度

考勤

1、留学生在校期间应自觉遵守学习纪律,按时上课,不得无故旷课、迟到和早退。

2、学习期间不得请假旅行,利用周末外出旅行不得影响正常学习。

学生如有下列情况,则按旷课进行处理:

1、不履行请假手续而离校者;

2、不按请假制度履行请假手续者;

3、请假未经批准而擅自离校者;

4、假满后不销假者;

5、假满后申请续假未经批准而擅自离校者;

6、请病假没有医院证明而不参加学习活动者;

7、擅自离校而委托他人为自己请事假者;

8、事后补假者(确有特殊情况,且持有有效证明经国际学院领导同意者除外);

9、请假理由与事实不符者。

请销假程序

1、学生请假首先应填写《请假表》,说明请假事由和请假时间,并附有关证明材料(事假者必须有家长的证明,病假者必须有校医院或其它医院的证明)。须先经辅导员批准,然后按准假权限逐级报有关领导批准,经批准后的《请假条》,由请假学生交辅导员方可离校或不参加学习及活动。请假期满,学生应持经辅导员签字(证明返校时间)后的《请假条》办理销假手续。

2、请假手续应由学生本人办理。学生一般情况下不得补假,因急病、急事或遇有特殊情况确实来不及事先当面请假,应及时通过电话、短信等其它方式报告辅导员,经口头同意后方可准假,并在请假期满返校。

3、学生假满而未能返校时,应履行续假手续,续假应由学生本人电话联系其辅导员并说明原因,得到同意后,方可由学生委托其所在班级班委代其办理,续假手续与请假手续相同。

4、除特殊情况外,学生不得先休假再补假。

请假类别

1、病假:学生请病假一天以上的,必须经校医院或校外正规医疗机构出具有效诊断证明(含病历、检查报告等辅助材料),方可办理请病假手续,否则一律按旷课处理。如因特殊情况不能办理手续的,必须在7天内补办相关手续,手续可委托班委代为办理。

2、事假:学生在校学习期间,事假应从严掌握,如确实遇到特殊情况方可准假。

3、临时请假:学生上课时因急事请假,在2个课时内由任课老师批准。

4、节假日请假:学生在节假日、双休日不在校住宿需请假者,由辅导员审批。节假日、双休日结束的当天晚上,学生必须返校晚点名,无故不到者,以旷课论处。

批假权限

3天及以内由辅导员批签;4~10天语言进修生由国际学院批签,学历生由系部批签;11~15天由学工部批签;15天以上报分管学生院级领导批签。所有批签假条,由学生所在系(院)报学工部、教务处备案。

学生请假离校外出期间应签订安全承诺书,承担相应安全责任;如因未到校无法签订,则按相关规定自行承担安全责任。

、学籍管理规定

休学

1、境外学生有下列情况之一者,应予以休学:

(1)学生因病经三级甲等以上医院诊断需停课、休养,所需时间占一学期总学时的三分之一以上者;

(2)根据考勤,一学期请假超过该学期总学时三分之一以上者;

(3)其他原因需中断学习,所需时间占一学期总学时三分之一以上者;

(4)因个人其他原因,本人申请者;

(5)学校认定必须休学者。

2、休学年限:

(1)休学一般以一年为期,可申请连续休学,但累计不得超过二年。学期中无论何时休学,休学时间一律从对应学期开学算起。

(2)休学时间计入在校学习年限。

3、学生休学期间保留学籍。休学期间不得跟班上课和参加考核(包括在校医院留医者),不享受在校学习学生权利。休学期间,安全问题与个人费用,由学生自行负责。

4、休学办理流程参见《四川交通职业技术学院留学生学籍管理规定》。

5、休学申请批准后,学生需于2周内办理好离校手续并离开学校。

复学

1、休学的学生需于新学期开始前,至少提前2月申请复学。复学时,学生将转入对应专业下一年级学习。

2、因健康原因休学的学生,申请复学时应持三级甲等以上医院或学校指定医院证明。学校将对学生进行必要审查,不合格者取消复学资格。

3、休学期满后方可申请复学,未能于规定期限内完成复学申请的学生,将按自动退学处理。

4、未尽事宜,参照《四川交通职业技术学院留学生学籍管理规定》处理。

转学

1、学历生可于新学期开始前申请转学。无正当转学理由的、入学未满一学期的、学生毕业前一年等情况不予转学。语言进修生不予转学。

2、转学程序参见《四川交通职业技术学院留学生学籍管理规定》。

3、学生转学获得批准后,申请者的当地居留许可将被注销或改为临时签证,申请者需自行到转学区域的出入境管理部门申请居留签证。

退学

1、学生有下列情形之一,学校可予退学处理:

(1)学业成绩未达到学校要求或者在学校规定的学习年限内未完成学业的;

(2)休学、保留学籍期满,在学校规定期限内未提出复学申请或者申请复学经复查不合格的;

(3)根据学校指定医院诊断,患有疾病或者意外伤残不能继续在校学习的;

(4)未经批准连续两周未参加学校规定的教学活动的;

(5)超过学院规定期限而又未履行暂缓注册手续的;

(6)学校规定的不能完成学业、应予退学的其他情形;

(7)学生本人申请退学的。

2、对国际学生的退学处理,经国际学院同意后,由院长办公会批准。

3、未尽事宜,参照《四川交通职业技术学院留学生学籍管理规定》处理。

、办理证件、证书及成绩证明

学生证

1、学生注册一个月内,由国际学院办公室发给《四川交通职业技术学院学生证》。

2、学生证是留学生的身份证明,请随身携带,不能转借、涂改。

证书

1、普通进修生、语言学习生完成学业后由学校颁发《进修证书》。

2、学历生学业期满成绩合格,通过论文答辩,由学校颁发《毕业证书》。

在学证明及成绩单

1、国际学院办公室为留学生提供“在学证明”。

2、留学生毕业成绩单由所在学院提供。

五、住宿

校内住宿

1、国际学生在学生宿舍管理部门办理相关手续后,入住指定房间。学生未经允许不得擅自调换房间。学生无权转租分配到的房间。

2、有特殊原因需要居住在校外的,须向国际学院申请,经同意并办理相关手续后方可在校外居住。

3、一般四名学生共用一个房间。当室友搬离时,学校有权安排新同学入住。在特殊情况下,得到国际学院和学生工作部许可的学生,可以单独使用一个房间。学校不为已婚学生单独提供房间。

4、已休学的学生,原则上不保留原床位,待复学后再作安排。

5、学生宿舍实行免费定额供水供电制度,水:2吨/月·生;电:5度/月·生。学生宿舍原则上以每套宿舍水电表读数进行计量收费(注:以超过定额供水、供电数额收取水电费)。每套宿舍用电量、用水量不足定额供电、供水数,不实行收费;节余转下月使用。超出定额供电、供水数,按实际超出计量收费(按电力公司和自来水公司规定计价)。

校外住宿

1、申请程序

(1)填写四川交通职业技术学院境外学生校外居住申请表;

(2)提交租房合同原件及复印件、房东有效身份证件复印件、学生本人有效身份证件原件及复印件;

(3)提交学生本人手写的安全责任承诺书;

(4)在租住房屋归属地派出所办理国际人员住宿登记。

2、规范要求

(1)校外居住的国际学生应定期向辅导员汇报思想动态,严格执行考勤制度。

(2)国际学生遇到安全突发事件,需第一时间拨打紧急联系电话,并及时告知辅导员及国际学院。

(3)申请校外居住的国际学生,应按照一年一办的规定,于开学前办理该学年的校外居住申请程序。开学后或学期中途原则上不予办理。

(4)已搬离宿舍居住的学生,原则上不能再搬回宿舍居住。

Chapter 1 Laws,Regulations and University Rules

uInternational students must abide by Chinese laws,regulations,and university rules.

uInternational students shall respect Chinese customs and social norms.

uThe university respects the ethnic customs and religious beliefs of international students,but does not provide venues for religious activities.

uReligious activities and gatherings are strictly prohibited on campus.

uInternational students engaging in activities such as publishing,forming associations,holding assemblies,processions,or demonstrations within Chinese territory must comply with the provisions of relevant Chinese laws and regulations.

◆Fireworks and firecrackers are strictly prohibited in dormitory buildings and on campus;violators will be penalized and held criminally liable.

◆Posting or distributing promotional materials or printed matter on campus without permission is prohibited.

◆Gambling,alcohol abuse,fighting,drug use,and drug trafficking are strictly prohibited.

◆No one shall damage the university's teaching or research facilities or disrupt the normal teaching order.

◆Smoking in classrooms or canteens,as well as making loud noises or playing music in public places,is prohibited.

uMotor vehicles must be driven with a valid driver's license and vehicle license.International students who drive to campus shall apply for a motor vehicle access permit from the University Security Office.

 

 

Chapter 2 Attendance and Leave Management System

Attendance

1.During their studies at the university,international students shall consciously observe academic discipline,attend classes on time,and not be absent,late,or leave early without valid reasons.

2.Students shall not take leave to travel during the study period;traveling off-campus on weekends shall not affect normal study.

Students will be considered absent under any of the following circumstances:

1.Leaving campus without completing leave procedures.

2.Failing to complete leave procedures in accordance with the leave management system.

3.Leaving campus without approval after applying for leave.

4.Failing to report back after the approved leave period expires.

5.Leaving campus without approval after applying for a leave extension upon expiry.

6.Failing to participate in study activities due to sick leave without providing a medical certificate.

7.Leaving campus without authorization and having someone else apply for personal leave on their behalf.

8.Applying for leave retroactively(except for those with special circumstances and valid certificates approved by the leaders of the International College).

9.Providing false reasons for leave application.

Leave Application and Reporting-Back Procedures

1.Students shall first complete the Leave Application Form,stating the reason and duration of leave,and attach relevant supporting documents(personal leave requires parental certification;sick leave requires certification from the university hospital or another hospital).The application must first be approved by the counselor,and then submitted to relevant leaders at all levels for approval according to the approval authority.After approval,the student must submit the signed Leave Slip to the counselor before leaving campus or being excused from study activities.Upon expiration of the leave,students must complete the reporting-back procedures by presenting the Leave Slip signed by the counselor(confirming the return date).

2.Leave procedures must be handled by the student in person.Generally,retroactive leave applications are not accepted.In case of sudden illness,emergency,or special circumstances where prior face-to-face application is genuinely impossible,students must promptly report to the counselor via phone,text message,or other means.Leave may be granted after oral approval,and students must return to campus upon expiry of the leave.

3.If students fail to return to campus after the leave period expires,they must apply for a leave extension.Students must contact their counselor by phone to explain the reasons.After obtaining approval,they may entrust a class committee member to handle the procedures on their behalf;leave extension procedures are the same as initial leave application procedures.

4.Except under special circumstances,students must not take leave first and apply retroactively later.

Types of Leave

1.Sick Leave:For sick leave exceeding one day,students must provide a valid diagnostic certificate(including medical records,examination reports,and other supporting materials)issued by the university hospital or a formal external medical institution to complete sick leave procedures;otherwise,it will be treated as an unexcused absence.If students cannot complete the procedures due to special circumstances,they must do so within seven days,which may be handled by entrusting a class committee member.

2.Personal Leave:Personal leave during the study period shall be strictly controlled and may only be granted under special circumstances.

3.Temporary Leave:Students requesting leave due to an emergency during class for up to two class periods may be approved by the course instructor.

4.Holiday Leave:Students who need to stay off-campus during legal holidays or weekends must apply for leave and obtain approval from the counselor.Students must return to campus for evening roll call on the night when the holiday or weekend ends;those absent without reason will be treated as absent.

Leave Approval Authority

Leave of three days or less:Approved by the counselor.Leave of 4–10 days:For language students,approved by the International College;for degree students,approved by their academic department.Leave of 11–15 days:Approved by the Student Affairs Department.Leave exceeding 15 days:Submitted to the university leader in charge of student affairs for approval.All approved leave slips must be filed by the student's department(college)with the Student Affairs Department and the Academic Affairs Office for record-keeping.

Students leaving campus with approved leave must sign a safety commitment letter and bear corresponding safety responsibilities.If they are unable to sign the letter due to absence from campus,they must bear safety responsibilities in accordance with relevant regulations.

Chapter 3 Student Status Management Regulations

Suspension of Studies

1.International students shall be suspended from their studies under any of the following circumstances:

(1)Certified by a Grade-A Tertiary Hospital or above as needing to suspend classes and recuperate due to illness,with the required recuperation period exceeding one-third of the total class hours in a semester;

(2)Having taken leave amounting to more than one-third of the total class hours in a semester according to attendance records;

(3)Needing to interrupt studies for other reasons,where the interruption period exceeds one-third of the total class hours in a semester;

(4)Submitting an application for suspension due to personal reasons;

(5)Being required to suspend studies by the university.

2.Duration of Suspension

(1)Suspension is generally granted for one year.Students may apply for consecutive suspensions,but the cumulative period shall not exceed two years.Regardless of when the suspension occurs during a semester,the suspension period is calculated from the start of the corresponding semester.

(2)The suspension period is included in the total duration of study at the university.

3.Students retain their student status during the suspension period.During suspension,students shall not attend classes or take examinations(including those receiving medical treatment at the university hospital),and shall not enjoy the rights of enrolled students.Students are solely responsible for their personal safety and expenses during the suspension period.

4.For suspension procedures,refer to the Regulations on Student Status Management for International Students of Sichuan Vocational and Technical College of Communications.

5.After the suspension application is approved,students must complete the departure procedures and leave the university within two weeks.

Resumption of Studies

1.Students on suspension must apply for resumption at least two months before the start of the new semester.Upon resumption,students will be placed in the next cohort of their major.

2.Students suspended for health reasons must provide a medical certificate issued by a Grade-A Tertiary Hospital or a hospital designated by the university when applying for resumption.The university will conduct necessary examinations;those who fail to meet the requirements will be disqualified from resuming their studies.

3.Students may only apply for resumption after the suspension period expires.Those who fail to complete the resumption application within the specified time limit will be considered to have automatically withdrawn from the university.

4.Matters not covered herein shall be handled in accordance with the Regulations on Student Status Management for International Students of Sichuan Vocational and Technical College of Communications.

Transfer to Another University

1.Degree students may apply for transfer before the start of a new semester.Transfers will not be approved without a valid reason,during the first semester of enrollment,or within one year prior to graduation.Language students are not permitted to transfer.

2.For transfer procedures,refer to the Regulations on Student Status Management for International Students of Sichuan Vocational and Technical College of Communications.

3.Upon approval of the transfer application,the student's local residence permit will be cancelled or converted to a temporary visa.The student must apply for a residence visa at the exit-entry administration department of the transfer region on their own.

Withdrawal from University

1.The university may process the withdrawal of a student under any of the following circumstances:

(1)Failing to meet the university's academic requirements or failing to complete their studies within the prescribed study period;

(2)Failing to apply for resumption or failing the resumption review within the prescribed time limit after the expiration of suspension or student status retention;

(3)Being diagnosed by a university-designated hospital as having an illness or accidental disability that makes it impossible to continue studying on campus;

(4)Being absent from the university's prescribed teaching activities for two consecutive weeks without approval;

(5)Failing to complete deferred registration procedures within the prescribed time limit;

(6)Other circumstances specified by the university under which a student cannot complete their studies and shall withdraw;

(7)The student personally applying for withdrawal.

2.The withdrawal of an international student shall be approved by the University President's Office Meeting upon the recommendation of the International College.

3.Matters not covered herein shall be handled in accordance with the Regulations on Student Status Management for International Students of Sichuan Vocational and Technical College of Communications.

Chapter 4 Applying for ID Cards,Certificates,and Transcripts

Student ID Card

1.The Student ID Card of Sichuan Vocational and Technical College of Communications will be issued by the International College Office within one month of registration.

2.The Student ID Card serves as proof of identity for international students.Please carry it with you at all times;lending or altering the card is strictly prohibited.

Certificates

1.The university will issue a Certificate of Advanced Studies to general visiting scholars and language students upon completion of their studies.

2.Degree students who complete their studies with passing grades,meet all academic requirements,and successfully pass their thesis defense will be issued a Graduation Diploma by the university.

Certificate of Enrollment and Transcripts

1.The International College Office provides Certificates of Enrollment for international students.

2.Graduation transcripts for international students are provided by their respective schools or departments.

 

 

Chapter 5 Accommodation

On-Campus Accommodation

1.International students must move into their assigned dorm rooms after completing the relevant procedures at the Dormitory Management Office.Unauthorized room changes are strictly prohibited,and students are not permitted to sublet their assigned rooms.

2.Students who need to live off-campus for special reasons must submit an application to the International College.Off-campus residence is only permitted after the application is approved and relevant formalities are completed.

3.Generally,four students share one dorm room.The college reserves the right to assign a new student to the room when a roommate moves out.Under special circumstances,students may be approved to occupy a single room with the consent of both the International College and the Student Affairs Department.The college does not provide separate rooms for married students.

4.In principle,students who have suspended their studies will not retain their original bed;arrangements will be made upon their resumption.

5.Student dormitories operate under a free quota system for water and electricity:2 tons of water per student per month and 5 kWh of electricity per student per month.Fees are generally calculated based on the meter readings of each dorm unit(charges apply only for consumption exceeding the quota).If consumption is below the quota,no fees are charged,and the surplus is carried over to the next month.Any excess consumption will be charged according to actual usage,priced in accordance with the regulations of the local power and water supply companies.

Off-Campus Accommodation

1.Application Procedures

(1)Complete the Application Form for Off-Campus Residence of International Students of Sichuan Vocational and Technical College of Communications.

(2)Submit the original and a copy of the housing lease contract,a copy of the landlord's valid identification document,and the original and a copy of the student's valid identification documents.

(3)Submit a handwritten Letter of Commitment on Safety Responsibility signed by the student.

(4)Complete the foreigner's accommodation registration at the local police station in the jurisdiction where the rented property is located.

2.Regulatory Requirements

(1)International students residing off-campus shall regularly report their personal status to their counselor and strictly adhere to the attendance system.

(2)In case of a safety emergency,international students must immediately call the emergency contact number and promptly inform their counselor and the International College.

(3)International students applying for off-campus residence must complete the annual application procedures before the semester starts,in accordance with the one-application-per-academic-year policy.In principle,applications will not be processed after the semester begins or during the semester.

(4)In principle,students who have moved out of the dormitory are not permitted to move back in.
